US President Donald Trump's full speech to the UN General Assembly 2017

Mr. Secretary General, Mr. President, world leaders, and distinguished delegates, welcome to New York. It is a profound honor to stand here in my home city as a representative of the American people to address the people of the world. As millions of our citizens continue to suffer the effects of the devastating hurricanes that have struck our country, I want to begin by expressing my appreciation to every leader in this room who has offered assistance and aid. The American people are strong and resilient, and they will emerge from these hardships more determined than ever before.
Fortunately, the United States has done very well since Election Day last November 8. The stock market is at an all-time high, a record. Unemployment is at its lowest level in 16 years, and because of our regulatory and other reforms, we have more people working in the United States today than ever before. Companies are moving back, creating job growth, the likes of which our country has not seen in a very long time, and it has just been announced that we will be spending almost $700 billion on our military and defense. Our military will soon be the strongest it has ever been. For more than 70 years, in times of war and peace, the leaders of nations, movements, and religions have stood before this assembly.
Like them, I intend to address some of the very serious threats before us today, but also the enormous potential waiting to be unleashed. We live in a time of extraordinary opportunity. Breakthroughs in science, technology, and medicine are curing illnesses and solving problems that prior generations thought impossible to solve. But each day also brings news of growing dangers that threaten everything we cherish and value. Terrorists and extremists have gathered strength and spread to every region of the planet. Rogue regimes represented in this body not only support terror but threaten other nations and their own people with the most destructive weapons known to humanity.
Authority and authoritarian powers seek to collapse the values, the systems, and alliances, that prevented conflict and tilted the word toward freedom since World War II. International criminal networks traffic drugs, weapons, people, force dislocation and mass migration, threaten our borders and new forms of aggression exploit technology to menace our citizens. To put it simply, we meet at a time of both immense promise and great peril. It is entirely up to us whether we lift the world to new heights or let it fall into a valley of disrepair. We have it in our power, should we so choose, to lift millions from poverty, to help our citizens realize their dreams, and to ensure that new generations of children are raised free from violence, hatred, and fear.
This institution was founded in the aftermath of two world wars, to help shape this better future. It was based on the vision that diverse nations could cooperate to protect their sovereignty, preserve their security, and promote their prosperity. It was in the same period exactly 70 years ago that the United States developed the Marshall Plan to help restore Europe. Those these beautiful pillars, they are pillars of peace, sovereignty, security, and prosperity. The Marshall Plan was built on the noble idea that the whole world is safer when nations are strong, independent, and free. As president, Truman said in his message to Congress at that time, our support of European recovery is in full accord with our support of the United Nations.
The success of the United Nations depends upon the independent strength of its members. To overcome the perils of the present, and to achieve the promise of the future, we must begin with the wisdom of the past. Our success depends on a coalition of strong and independent nations that embrace their sovereignty, to promote security, prosperity, and peace, for themselves and for the world. We do not expect diverse countries to share the same cultures, traditions, or even systems of government, but we do expect all nations to uphold these two core sovereign duties, to respect the interests of their own people and the rights of every other sovereign nation.
This is the beautiful vision of this institution, and this is the foundation for cooperation and success. Strong sovereign nations let diverse countries with different values, different cultures, and different dreams not just coexist, but work side by side on the basis of mutual respect. Strong sovereign nations let their people take ownership of the future and control their own destiny. And strong sovereign nations allow individuals to flourish in the fullness of the life intended by God. In America, we do not seek to impose our way of life on anyone, but rather to let it shine as an example for everyone to watch.
This week gives our country a special reason to take pride in that example. We are celebrating the 230th anniversary of our beloved Constitution, the oldest constitution still in use in the world today. This timeless document has been the foundation of peace, prosperity, and freedom for the Americans and for countless millions around the globe whose own countries have found inspiration in its respect for human nature, human dignity, and the rule of law. The greatest in the United States Constitution is its first three beautiful words. They are "We the people." Generations of Americans have sacrificed to maintain the promise of those words, the promise of our country and of our great history.
In America, the people govern, the people rule, and the people are sovereign. I was elected not to take power, but to give power to the American people where it belongs. In foreign affairs, we are renewing this founding principle of sovereignty. Our government's first duty is to its people, to our citizens, to serve their needs, to ensure their safety, to preserve their rights, and to defend their values. As president of the United States, I will always put America first. Just like you, as the leaders of your countries, will always and should always put your countries first.
All responsible leaders have an obligation to serve their own citizens, and the nation state remains the best vehicle for elevating the human condition. But making a better life for our people also requires us to with work together in close harmony and unity, to create a more safe and peaceful future for all people.
The United States will forever be a great friend to the world and especially to its allies. But we can no longer be taken advantage of or enter into a one-sided deal where the United States gets nothing in return. As long as I hold this office, I will defend America's interests above all else, but in fulfilling our obligations to our nations, we also realize that it's in everyone's interests to seek the future where all nations can be sovereign, prosperous, and secure.
America does more than speak for the values expressed in the United Nations charter. Our citizens have paid the ultimate price to defend our freedom and the freedom of many nations represented in this great hall. America's devotion is measured on the battlefields where our young men and women have fought and sacrificed alongside of our allies. From the beaches of Europe to the deserts of the Middle East to the jungles of Asia, it is an eternal credit to the American character that even after we and our allies emerge victorious from the bloodiest war in history, we did not seek territorial expansion or attempt to oppose and impose our way of life on others. Instead, we helped build institutions such as this one to defend the sovereignty, security, and prosperity for all. For the diverse nations of the world, this is our hope.
We want harmony and friendship, not conflict and strife. We are guided by outcomes, not ideologies. We have a policy of principled realism, rooted in shared goal, interests, and values. That realism forces us to confront the question facing every leader and nation in this room, it is a question we cannot escape or avoid. We will slide down the path of complacency, numb to the challenges, threats, and even wars that we face, or do we have enough strength and pride to confront those dangers today so that our citizens can enjoy peace and prosperity tomorrow.
If we desire to lift up our citizens, if we aspire to the approval of history, then we must fulfill our sovereign duties to the people we faithfully represent. We must protect our nations, their interests and their futures. We must reject threats to sovereignty from the Ukraine to the South China Sea. We must uphold respect for law, respect for borders, and respect for culture, and the peaceful engagement these allow.
And just as the founders of this body intended, we must work together and confront together those who threatens us with chaos, turmoil, and terror. The score of our planet today is small regimes that violate every principle that the United Nations is based. They respect neither their own citizens nor the sovereign rights of their countries. If the righteous many do not confront the wicked few, then evil will triumph. When decent people and nations become bystanders to history, the forces of destruction only gather power and strength.
No one has shown more contempt for other nations and for the well-being of their own people than the depraved regime in North Korea. It is responsible for the starvation deaths of millions of North Koreans. And for the imprisonment, torture, killing, and oppression of countless more. We were all witness to the regime's deadly abuse when an innocent American college student, Otto Warmbier, was returned to America, only to die a few days later.
We saw it in the assassination of the dictator's brother, using banned nerve agents in an international airport. We know it kidnapped a sweet 13-year-old Japanese girl from a beach in her own country, to enslave her as a language tutor for North Korea's spies. If this is not twisted enough, now North Korea's reckless pursuit of nuclear weapons and ballistic missiles threatens the entire world with unthinkable loss of human life. It is an outrage that some nations would not only trade with such a regime, but would arm, supply, and financially support a country that imperils the world with nuclear conflict.
No nation on Earth has an interest in seeing this band of criminals arm itself with nuclear weapons and missiles. The United States has great strength and patience, but if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea. Rocket Man is on a suicide mission for himself and for his regime. The United States is ready, willing, and able, but hopefully this will not be necessary. That's what the United Nations is all about. That's what the United Nations is for. Let's see how they do.
It is time for North Korea to realize that the denuclearization is its only acceptable future. The United Nations Security Council recently held two unanimous 15-0 votes adopting hard-hitting resolutions against North Korea, and I want to thank China and Russia for joining the vote to impose sanctions, along with all of the other members of the Security Council. Thank you to all involved. But we must do much more.
It is time for all nations to work together to isolate the Kim regime until it ceases its hostile behavior. We face this decision not only in North Korea; it is far past time for the nations of the world to confront another reckless regime, one that speaks openly of mass murder, vowing death to America, destruction to Israel, and ruin for many leaders and nations in this room.
The Iranian government masks a corrupt dictatorship behind the false guise of a democracy. It has turned a wealthy country, with a rich history and culture, into an economically depleted rogue state whose chief exports are violence, bloodshed, and chaos. The longest-suffering victims of Iran's leaders are, in fact, its own people. Rather than use its resources to improve Iranian live, its oil profits go to fund Hezbollah and other terrorists that kill innocent Muslims and attack their peaceful Arab and Israeli neighbors.
This wealth, which rightly belongs to Iran's people, also goes to shore up Bashar al-Assad's dictatorship, fuel Yemen's civil war, and undermine peace throughout the entire Middle East. We cannot let a murderous regime continue these destabilizing activities while building dangerous missiles, and we cannot abide by an agreement if it provides cover for the eventual construction of a nuclear program. The Iran deal was one of the worst and most one-sided transactions the United States has ever entered into. Frankly, that deal is an embarrassment to the United States, and I don't think you've heard the last of it. Believe me.
It is time for the entire world to join us in demanding that Iran's government end its pursuit of death and destruction. It is time for the regime to free all Americans and citizens of other nations that they have unjustly detained. Above all, Iran's government must stop supporting terrorists, begin serving its own people, and respect the sovereign rights of its neighbors. The entire world understands that the good people of Iran want change, and, other than the vast military power of the United States, that Iran's people are what their leaders fear the most. This is what causes the regime to restrict internet access, tear down satellite dishes, shoot unarmed student protesters, and imprison political reformers.
Oppressive regimes cannot endure forever, and the day will come when the people will face a choice. Will they continue down the path of poverty, bloodshed, and terror, or will the Iranian people return to the nation's proud roots as a center of civilization, culture, and wealth, where their people can be happy and prosperous once again? The Iranian regime's support for terror is in stark contrast to the recent commitments of many of its neighbors to fight terrorism and halt its finance, and in Saudi Arabia early last year, I was greatly honored to address the leaders of more than 50 Arab and Muslim nations. We agreed that all responsible nations must work together to confront terrorists and the Islamic extremism that inspires them.
We will stop radical islamic terrorism because we cannot allow it to tear up our nation and, indeed, to tear up the entire world. We must deny the terrorists safe haven, transit, funding, and any form of support for their vile and sinister ideology. We must drive them out of our nation. It is time to expose and hold responsible those countries whose support and fi — who support and finance terror groups like al-Qaeda, Hezbollah, the Taliban, and others that slaughter innocent people.
The United States and our allies are working together throughout the Middle East to crush the loser terrorists and stop the reemergence of safe havens they use to launch attacks on all of our people. Last month I announced a new strategy for victory in the fight against this evil in Afghanistan. From now on, our security interests will dictate the length and scope of military operation, not arbitrary benchmarks and timetables set up by politicians. I have also totally changed the rules of engagement in our fight against the Taliban and other terrorist groups.
In Syria and Iraq, we have made big gains toward lasting defeat of ISIS. In fact, our country has achieved more against ISIS in the last eight months than it has in many, many years combined. We seek the deescalation of the Syrian conflict, and a political solution that honors the will of the Syrian people. The actions of the criminal regime of Bashar al-Assad, including the use of chemical weapons against his own citizens, even innocent children, shock the conscience of every decent person. No society could be safe if banned chemical weapons are allowed to spread. That is why the United States carried out a missile strike on the airbase that launched the attack.
We appreciate the efforts of the United Nations agencies that are providing vital humanitarian assistance in areas liberated from ISIS, and we especially thank Jordan, Turkey, and Lebanon for their role in hosting refugees from the Syrian conflict. The United States is a compassionate nation and has spent billions and billions of dollars in helping to support this effort. We seek an approach to refugee resettlement that is designed to help these horribly treated people and which enables their eventual return to their home countries to be part of the rebuilding process. For the cost of resettling one refugee in the United States, we can assist more than 10 in their home region.
Out of the goodness of our hearts, we offer financial assistance to hosting countries in the region and we support recent agreements of the G20 nations that will seek to host refugees as close to their home countries as possible. This is the safe, responsible, and humanitarian approach. For decades the United States has dealt with migration challenges here in the Western Hemisphere.
We have learned that over the long term, uncontrolled migration is deeply unfair to both the sending and the receiving countries. For the sending countries, it reduces domestic pressure to pursue needed political and economic reform and drains them of the human capital necessary to motivate and implement those reforms. For the receiving countries, the substantial costs of uncontrolled migration are born overwhelmingly by low-income citizens whose concerns are often ignored by both media and government.
I want to salute the work of the United Nations in seeking to address the problems that cause people to flee from their home. The United Nations and African Union led peacekeeping missions to have invaluable contributions in stabilizing conflict in Africa. The United States continues to lead the world in humanitarian assistance, including famine prevention and relief, in South Sudan, Somalia, and northern Nigeria and Yemen.
We have invested in better health and opportunity all over the world through programs like PEPFAR, which funds AIDS relief, the President’s Malaria Initiative, the Global Health Security Agenda, the Global Fund to End Modern Slavery, and the Women Entrepreneur's Finance Initiative, part of our commitment to empowering women all across the globe.
We also thank — we also thank the secretary general for recognizing that the United Nations must reform if it is to be an effective partner in confronting threats to sovereignty, security, and prosperity. Too often the focus of this organization has not been on results, but on bureaucracy and process. In some cases, states that seek to subvert this institution's noble end have hijacked the very systems that are supposed to advance them. For example, it is a massive source of embarrassment to the United Nations that some governments with egregious human rights records sit on the UN Human Rights Council.
The United States is one out of 193 countries in the United Nations, and yet we pay 22 percent of the entire budget and more. In fact, we pay far more than anybody realizes. The United States bears an unfair cost burden, but to be fair, if it could actually accomplish all of its stated goals, especially the goal of peace, this investment would easily be well worth it. Major portions of the world are in conflict, and some, in fact, are going to hell, but the powerful people in this room, under the guidance and auspices of the United Nations, can solve many of these vicious and complex problems. The American people hope that one day soon the United Nations can be a much more accountable and effective advocate for human dignity and freedom around the world.
In the meantime, we believe that no nation should have to bear a disproportionate share of the burden, militarily or financially. Nations of the world must take a greater role in promoting secure and prosperous societies in their own region. That is why in the Western Hemisphere the United States has stood against the corrupt, destabilizing regime in Cuba and embraced the enduring dream of the Cuban people to live in freedom.
My administration recently announced that we will not lift sanctions on the Cuban government until it makes fundamental reforms. We have also imposed tough calibrated sanctions on the socialist Maduro regime in Venezuela, which has brought a once thriving nation to the brink of total collapse. The socialist dictatorship of Nicolás Maduro has inflicted terrible pain and suffering on the good people of that country.
This corrupt regime destroyed a prosperous nation — prosperous nation, by imposing a failed ideology that has produced poverty and misery everywhere it has been tried. To make matters worse, Maduro has defied his own people, stealing power from their elected representatives, to preserve his disastrous rule. The Venezuelan people are starving, and their country is collapsing. Their democratic institutions are being destroyed. The situation is completely unacceptable, and we cannot stand by and watch.
As a responsible neighbor and friend, we and all others have a goal — that goal is to help them regain their freedom, recover their country, and restore their democracy. I would like to thank leaders in this room for condemning the regime and providing vital support to the Venezuelan people. The United States has taken important steps to hold the regime accountable. We are prepared to take further action if the government of Venezuela persists on its path to impose authoritarian rule on the Venezuelan people.
We are fortunate to have incredibly strong and healthy trade relationships with many of the Latin American countries gathered here today. Our economic bond forms a critical foundation for advancing peace and prosperity for all of our people and all of our neighbors. I ask every country represented here today to be prepared to do more to address this very real crisis. We call for the full restoration of democracy and political freedoms in Venezuela. The problem in Venezuela is not that socialism has been poorly implemented, but that socialism has been faithfully implemented.
From the Soviet Union to Cuba to Venezuela, wherever true socialism or communism has been adopted, it has delivered anguish and devastation and failure. Those who preach the tenets of these discredited ideologies only contribute to the continued suffering of the people who live under these cruel systems. America stands with every person living under a brutal regime. Our respect for sovereignty is also a call for action. All people deserve a government that cares for their safety, their interests, and their well-being, including their prosperity. In America, we seek stronger ties of business and trade with all nations of goodwill, but this trade must be fair and it must be reciprocal.
For too long the American paeople were told that mammoth, multinational trade deals, unaccountable international tribunals, and powerful global bureaucracies were the best way to promote their success. But as those promises flowed, millions of jobs vanished and thousands of factories disappeared. Others gamed the system and broke the rules, and our great middle class, once the bedrock of American prosperity, was forgotten and left behind, but they are forgotten no more and they will never be forgotten again.
While America will pursue cooperation and commerce with other nations, we are renewing our commitment to the first duty of every government, the duty of our citizens. This bond is the source of America's strength and that of every responsible nation represented here today. If this organization is to have any hope of successfully confronting the challenges before us, it will depend, as President Truman said some 70 years ago, on the independent strength of its members.
If we are to embrace the opportunities of the future and overcome the present dangers together, there can be no substantive for strong, sovereign, and independent nations, nations that are rooted in the histories and invested in their destiny, nations that seek allies to befriend, not enemies to conquer, and most important of all, nations that are home to men and women who are willing to sacrifice for their countries, their fellow citizens, and for all that is best in the human spirit.
In remembering the great victory that led to this body's founding, we must never forget that those heroes who fought against evil, also fought for the nations that they love. Patriotism led the Poles to die to save Poland, the French to fight for a free France, and the Brits to stand strong for Britain. Today, if we do not invest ourselves, our hearts, our minds, and our nations, if we will not build strong families, safe communities, and healthy societies for ourselves, no one can do it for us.
This is the ancient wish of every people and the deepest yearning that lives inside every sacred soul. So let this be our mission, and let this be our message to the world. We will fight together, sacrifice together, and stand together for peace, for freedom, for justice, for family, for humanity, and for the almighty God who made us all. Thank you, God bless you, God bless the nations of the world, and God bless the United States of America. Thank you very much.

स्वदेश तथा विदेशमा रहनुभएका आदरणीय आमाबुवा, दिदीबहिनी तथा दाजुभाइहरु,
१.सर्वप्रथम म नयाँ नेपाल निर्माणका लागि बलिदान दिने वीर शहीदहरु, बेपत्ता र घाइते योद्धाहरुप्रति हार्दिक श्रद्धा एवं सम्मान तथा विभिन्न लोकतान्त्रिक र न्यायपूर्ण आन्दोलनका सबै सहभागीप्रति आभार प्रकट गर्दछु ।
२. यो विशेष सम्बोधन म हिजो नै संसदमार्फत् गर्न चाहन्थेँ । तर, संसदमा रहेको अवरोधपछि आज सिधै जनतासामू उपस्थित भएको छु । आदरणीय जनसमुदायलाई राम्ररी थाहा छ, प्रधानमन्त्रीका रुपमा मैले अत्यन्त प्रतिकूल परिस्थिति बिरासतमा पाएको थिएँ । त्यतिखेर संविधान कार्यान्वयनको गति अत्यन्त सुस्त र राजनीतिक वातावरण पनि अन्यन्त तनावपूर्ण थियो । एकथरी निराशावादीले अब नेपाल राजनीतिक र संवैधानिक शून्यतामा जाने भविष्यवाणी गरिरहेका थिए र अर्काथरीले राष्ट्रिय अखण्डतामै आशंका गरिरहेका थिए ।सबै आर्थिक सूचकांकहरु निराशाजनक थिए । २० घण्टासम्मको लोडसेडिङ सामान्य मानिन्थ्यो । विकासका चर्का भाषण त थिए, तर आर्थिक वृद्धिदर एक प्रतिशत पनि थिएन । देश यति विभाजित थियो कि निर्वाचनमा सबैको सहभागिता हुन सक्छ र अझ निर्वाचन हुन सक्छ भन्नेमै धेरैलाई अविश्वास थियो । भूकम्पपीडितहरुको बिचल्ली थियो । छिमेकीहरुसँगको सम्बन्ध सहज थिएन । यसरी चौतर्फी राजनीतिक, सामाजिक, आर्थिक र कूटनीतिक समस्याका बीच सम्मानित संसदबाट मैले प्रधानमन्त्री पदको जिम्मेवारी लिएको थिएँ ।
३.आज म जनताका सामूउभिएर विश्वासका साथ भन्न सक्छु, कि करिब दश महिनाको छोटै अवधिमा सरकार त्यो परिस्थिति बदल्न सफल भएको छ । संविधान र संघीयता कार्यान्वयनका दिशामा हामी धेरै अघि बढेका छौं । सिंगो देश एकजुट भएर अत्यन्त शान्तिपूर्ण, निष्पक्ष र उल्लासपूर्ण ढंगले स्थानीय तहको पहिलो चरणको निर्वाचन सम्पन्न भएको छ भने बाँकी चार प्रदेशमा दोस्रो चरणको निर्वाचनका लागि पनि लगभग सबै तयारी पूरा भइसकेको छ । संविधानले अंगीकार गरेको तीन तहको संघीय प्रणालीको मेरुदण्ड नै स्थानीय तह हो । दोस्रो चरणको निर्वाचनमा पनि सिंगो देश सहभागी हुनेछ र पहिलोजस्तै लोकतन्त्रको महोत्सवका रुपमा शान्तिपूर्ण, विवेकपूर्ण र उत्साहजनक रुपमा सम्पन्न हुनेछ भन्नेमा म पूर्णतः विश्वस्त छु ।
४. निश्चय नै यो निर्वाचनबारे आशंकाहरु थिए र त्यसका कारण पनि थिए । किनकि, स्थानीय तह प्रतिनिधिविहीन भएको झण्डै बीस वर्ष भइसकेको थियो । र, कसैसँग यो रिक्तता मेट्ने दह्रो प्रतिवद्धता देखिएको थिएन । यो निर्वाचन रोक्न सके सिंगो संविधान र सँगसँगै लोकतान्त्रिक गणतन्त्र, संघीयता र धर्मनिरपेक्षताजस्ता जनताका ऐतिहासिक उपलब्धिलाई पनि असफल बनाउन सकिन्छ कि भन्ने षड्यन्त्रहरु पनि कतै-कतैबाट भइरहेको थियो । दृढ इच्छाशक्ति र संकल्प नभएको भए सबै आशंका र अविश्वासलाई चिर्दैयो निर्वाचन सम्पन्न गर्न सजिलो पनि थिएन । तर, योस्थानीय तहको निर्वाचनसँगै लोकतन्त्र अब संविधानका अक्षरहरुबाट हरेक गाउँ र नगरका वडामा पुगेको छ । यसमा कसले जित्यो र कसले हार्‍यो भन्नेप्रश्न मेरा लागि सुरुदेखि नै गौण रहृयो । तात्कालिक र क्षणिक जीत-हारका स्वार्थमा अल्झेको भए निर्वाचन नै हुने थिएन । मलाई यत्ति थाहा छ, यो निर्वाचनमा संघीय लोकतान्त्रिक गणतन्त्रले जित्यो र समग्रमा राष्ट्रले जित्यो । अब गणतन्त्र, सामाजिक न्यायसहितको लोकतन्त्र, धर्मनिरपेक्षता र समानुपातिक समावेशी शासन प्रणाली थप संस्थागत भएको छ । नेपालको सार्वभौमसत्ता, स्वतन्त्रता, भौगोलिक अखण्डता र स्वाभिमान थप सुनिश्चित भएको छ । यस अवसरमा म निर्वाचनमा सहभागिताका लागि सबै राजनीतिक दल, निर्वाचन आयोग, राष्ट्रसेवक कर्मचारी,सुरक्षाकर्मी र आम जनसमुदायलाई हार्दिक धन्यवाद ज्ञापन गर्दछु ।
आदरणीय देशबासीहरु,
५.यसपटक जनताले स्थानीय तहमा सिंहदरबारका लागि मध्यस्थ छानेको छैन, सिधै आफ्नो सिंहदरबार चुनेको छ । यसरी अब सही अर्थमा जनता आफैं आफ्नो शासक भएको छ ।हजारौं दलित र महिला नेतृत्व स्थापित गरेर यो निर्वाचनले महिला सशक्तीकरण र नेतृत्व निर्माणका दिशामा पनि ऐतिहासिक योगदान दिएको छ ।आजसम्म सीमान्तकृत रहेको समुदाय अब याचनाकर्ता होइन, न्यायदाताको नयाँ भूमिकामा पुगेको छ ।संघीय लोकतान्त्रिक गणतन्त्रका लागि निरन्तर संघर्षरत् मैले यो युगान्तकारी परिवर्तनको सहजकर्ता बन्न पाउँदा गौरवको महशुस गरेको छु ।
६. संविधान कार्यान्वयनमा मात्र होइन, सरकारले राष्ट्रिय अर्थतन्त्रमा समेत ऐतिहासिक सफलता प्राप्त गरेको छ । यो सरकार बन्नुअघि सपनाहरुको त वषर्ा भइरहेको थियो । तर, आर्थिक वृद्धिदर केवल ०.८ प्रतिशत थियो । सबैजसो आर्थिक सूचकांकहरु ऋणात्मक थिए । राष्ट्रिय गौरवका ठूला आयोजनाहरुको निरन्तर अनुगमन र यो वर्ष ऐतिहासिक रुपमा पुनर्निर्माणले पाएको गति, ठूला विकास आयोजनाहरुको कार्यान्वयनमा प्रधानमन्त्री स्वयंको निरन्तर अनुगमन र हस्तक्षेप, अर्थतन्त्रलाई चलायमान बनाउने योजनावद्ध प्रयास र लोडसेडिङको अन्त्यका कारण मुलूकका आर्थिक परिसूचकहरु निकै सकारात्मक भएका छन् । राजस्व लक्ष्यभन्दा २४ प्रतिशत बढी उठेको छ । हामी एकातिर चौबीस वर्ष यताकै उच्च ७.५ प्रतिशत आर्थिक वृद्धि हासिल गर्ने दिशामा छौं भने अर्कार्तिर विगत बाह्र वर्ष यताकै सबैभन्दा कम मूल्यवृद्धि कायम गरिएको छ । आर्थिक वृद्धिदरमा हामी विश्वशक्ति बन्न अग्रसर हाम्रा दुई छिमेकीकै हाराहारीमा पुगेका छौं भन्ने जानकारी गराउन पाउँदा महषिर्त् छु । भविष्यमा बन्ने सरकारहरुका लागि यो वृद्धिदर अब एउटा मानक बन्ने छ । देशको विकास अब जनताले भाषणहरुमा होइन, तथ्याङ्कहरुमा र परिणामहरुमा खोज्नेछन् भन्नेमा म विश्वस्त छु ।
७. मैले पहिल्यै भनेँ, यो सरकार गठन हुँदै गर्दा अठार-बीस घण्टासम्मको लोडसेडिङ सामान्य मानिन्थ्यो । लोडसेडिङका कारण औद्योगिक क्षेत्र अस्तव्यस्त थियो भने जनजीवन अत्यन्त कष्टकर थियो । प्रधानमन्त्री भएलगत्तै मैले लोडसेडिङ अन्त्य गर्ने ठोस संकल्प लिएर एक हिसाबले अत्यन्तै महत्वाकांक्षी ‘उज्यालो नेपाल अभियान’ सुरु गरेँ । विद्युत प्राधिकरणको टिम परिवर्तन गरियो, ठूला आयोजनाहरुको स्थलगत अनुगमन सक्रियतापूर्वक सुरु भयो । विद्युत आयतलाई व्यवस्थित गरियो । वर्षौंदेखि रोकिएको नेपालको पहिलो २२० के.भि.ए.को खिम्ती ढल्केबर प्रशारण आयोजना फास्ट ट्रयाकमा काम सम्पन्न गरी सञ्चालनमा ल्याइयो । ३ सिफ्टमा २४ सै घण्टा काम गर्ने व्यवस्था मिलाएर केवल २ महिनामै ढल्केबर सबस्टेशन सञ्चालनमा ल्याइयो । यो सरकारले उर्जा क्षेत्रमा गरेका विभिन्न नीतिगत सुधार र आयोजना कार्यान्वयनमा लिएको अग्रसरताबाट लोडसेडिङ समाप्त मात्र भएको छैन, आगामी १ वर्षभित्रै २०० मेगावाट, २ वर्षभित्र ६०० मेगावाट र ३ वर्षभित्र १२०० मेगावाट विद्युत् थप हुँदै छ र हामी विद्युत् निर्याततिर अग्रसर हुदैछौं भन्ने सुखद् जानकारी देशबासीलाई गराउन पाउँदा म खुसी छु । लोडसेडिङ अब लगभग इतिहास भएको छ र मैले यसलाई उज्यालो युगको प्रारम्भ ठानेको छु । लोडसेडिङ समाप्तिको आर्थिक मूल्य धेरै ठूलो छ । तर, त्योभन्दा ठूलो उपलब्धि मैले अब जनतामा जागेको विश्वासलाई मानेको छु । यो देश लामो समयदेखि ‘केही हुँदैन’ भन्ने हीनभावनामा बाँचेको थियो । अब देशका जनताको आफैंमाथि भरोसा र गर्व बढेको छ । लोडसेडिङ अन्त्यले केवल बाहिरी अँध्यारो हटाएको छैन, हामीभित्रको लाचारी र हीनभावनाको अन्धकार पनि मेटाउँदै छ ।
आदरणीय जनसमुदाय,
८.शान्तिप्रक्रिया र संक्रमणकाल व्यवस्थापनका हकमा पनि सरकारबाट उल्लेखनीय काम भएका छन् । शान्ति प्रक्रियालाई तार्किक निष्कर्षमा पुर्‍याउन सत्य निरुपण तथा मेलमिलाप आयोग र बेपत्ता छानविन आयोगको म्याद थप गरिएको छ । उपरोक्त आयोगसँग सम्वन्धित ऐनहरुको संशोधन मस्यौदा तयार भएको छ । द्वन्द्वमा परी मृत्यु भएका, बेपत्ता भएका नागरिकहरुका परिवारलाई थप पाँच लाख राहत वितरण कार्य प्रारम्भ गरिएको छ । कञ्चनपुरको सीमा क्षेत्रमा शहादत प्राप्त गरेका गोविन्द गौतम र ६ वर्षअघि मोरङको सीमामा मृत्युवरण गरेका बासुदेव शाहलाई शहीद घोषणा गरी परिवारलाई क्षतिपूर्ति र राहत दिने निर्णय गरिएको छ । तराई मधेश आन्दोलनमा मृत्युवरण गरेका ११ जना सुरक्षाकर्मी समेत ५२ जनालाई सहिद घोषणा गरी तराई मधेश र थरुहट आन्दोलनको क्रममा घाइते भएका व्यक्तिहरुलाई औषधि उपचार गराउन आवश्यक रकम निकासा गरिएको छ भने मधेश आन्दोलनका क्रममा भएको सम्पत्ति क्षतिको क्षतिपूर्ति उपलब्ध गराउने निर्णय भई उपलब्ध गराउने कार्य शुरु भएको छ । महिला आयोग, राष्ट्रिय दलित आयोग, आदिबासी जनजाति आयोग, मुस्लिम आयोग, मधेसी आयोग र थारु आयोग सम्बन्धी विद्येयकहरु व्यवस्थापिका संसदमा पेश भएका छन् । स्थानीय तह सञ्चालन सम्बन्धी विद्येयक पनि संसदमा विचाराधीन छ । प्रशासनिक पुनःसंरचनाका लागि सामान्य प्रशासन मन्त्रीको अध्यक्षतामा उच्चस्तरीय र अधिकारसम्पन्न समिति गठन भई काम अघि बढेको छ । प्रत्येक प्रदेशहरूमा उच्च अदालत र उच्च सरकारी वकिल कार्यालय स्थापना गरी काम प्रारम्भ भएको छ । भाषा आयोग गठन गरिएको छ ।
९. भूकम्पपीडितहरुको पूनर्बास र जीविका अनि पूनर्निर्माण सरकारको मुख्य प्राथमिकतामा थियो र छ । पूनर्निर्माण प्राधिकरणको गति सुस्त र लगभग परिणामहीन देखेपछि सरकारले नेतृत्व नै परिवर्तन गरेर राहत र पुनर्निर्माणमा तीव्रता दिने जमर्को गरेको छ । सर्वेक्षण सम्पन्न भइसकेका ११ जिल्लामा निजी आवास अनुदानको पहिलो किस्ता वापतको रकम सबैजसो सेवाग्राहीका खातामा पठाई सकिएको छ । निजी आवास निर्माणमा पीडितहरुले पाउने अनुदान रकममा रु. एक लाख र सहुलियत ऋणमा ३ लाख थप गरिएको छ र समग्रमा आठ लाखसम्मको प्याकेजको व्यवस्था गरिएको छ । यसै गरी बाढी पहिरो, डुबान र आगलागीबाट पीडितहरुलाई पनि भूकम्पपीडित सरह राहत दिने व्यवस्था गरिएको छ ।
१०. कृषि क्षेत्रको व्यवसायीकरण र औद्योगिकीकरण पनि सरकारको उच्च प्राथमिकतामा रहृयो । कृषि क्षेत्रको उत्पादन र उत्पादकत्व वृद्धि गर्न प्रधानमन्त्री कृषि आधुनिकीकरण परियोजनाअन्तर्गत् सातवटै प्रदेशमा एक-एक वटा सुपरजोन स्थापना गर्ने कार्यक्रम अन्तर्गत् कैलाली जिल्लामा गहुँ, झापा जिल्लामा धानको सुपरजोन स्थापना गरी काम अगाडि बढिसकेको छ । अन्य प्रदेशमा सुपरजोन स्थापनाको काम अन्तिम चरणमा पुगेको छ । कृषकहरुको हक, हित र अधिकार स्थापित गर्न इतिहासमै पहिलोपटक अधिकारसम्पन्न किसान आयोग गठन गरिएको छ । कृषि बीमा र किसान पेन्सन योजनाका लागि पनि सरकारले आधार तयार गरेको छ ।
११. जब म प्रधानमन्त्रीको उम्मेदवार थिएँ, एकथरी साथीहरुले संसदमा मलाई उत्तेजनापूर्वक सोध्नुभएको थियो, ँफास्ट ट्रयाक के हुन्छ ? ओबीओर के हुन्छ ? हुलाकी मार्ग के हुन्छ ?’ ती प्रश्न गलत थिएनन् । तर, सोध्नेहरुको नियत सही थिएन । त्यो प्रश्नमा अविश्वास थियो, चुनौती थियो । आफैंमाथि विश्वास नभएपछि मान्छेलाई अरुमाथि पनि विश्वास नहुँदो रहेछ । फास्ट ट्रयाकलाई लिएर त सरकारमाथि नियोजित दुष्प्रचारको अभियान नै चलाइयो । आज म यो सम्बोधनबाट जवाफ दिँदै छु, अहिलेसम्म केवल राजनीतिक दाउपेचको विषय भएको र कसैको खास प्राथमिकतामा नपरेको फास्ट ट्रयाक अब बन्ने ग्यारेन्टी भयो । राजधानी र तराईबीचको दू्रत मार्ग अब सुनिश्चित भयो । केही दिनमै म त्यसको शिलान्यास गर्दैछु र नेपाली सेनाले बनाउँदै छ । मधेश-तराईको समग्र अर्थतन्त्र र जनजीवन नै बदल्ने दुरगामीमहत्वको हुलाकी मार्ग पनि अहिले सबैभन्दा तीव्र गतिमा बनिरहेको छ । यो विषय मैलेभारतका प्रधानमन्त्रीसँग प्रत्यक्ष रुपमै अत्यन्त प्राथमिकताका साथ उठाएपछि नै हुलाकी मार्ग निर्माणले तीव्रता पाएको हो । अब तराई-मधेशको आर्थिक र सामाजिक जीवनमा कायापलट हुँदै छ । खानेपानी, सडक र अन्य पूर्वाधारका क्षेत्रमा पनि सरकारका उपलब्धि उल्लेखनीय छन् । काकाकूल राजधानीले वर्षौंदेखि देखेको मेलम्चीको पानीको सपना अब दशैंअघि नै पूरा हुने भएको छ । निर्णय पटकपटक भएको तर कार्यान्वयनमा नआएको नागढुङ्गा नौबीसे खण्डको सुरुङ मार्ग बन्ने सुनिश्चित भएको छ । काठमाडौं सेटलाइट मेगासिटीको तयारी गरी व्यवस्थित शहरीकरणको मोडेल अघि सारिएको छ । मुलूकका १७ शहरमा ‘एक शहर एक पहिचान कार्यक्रम’, रुकुमकोट, लिवाङ्गमा ‘स्मार्ट शहर’, निजगढ, पालुङ्गटार, लुम्बिनी, दुल्लु, वालिङ्ग, अमरगढी, पोखरा, धरान, बिराटनगर र काठमाडौं लगायत १३ वटा स्थानमा ‘मेगासिटी’को कार्य प्रारम्भ गरिएको छ । विगतमा सधैं केन्द्रमा बस्ने र निर्देशनमात्र दिने तर आयोजनाको वास्तविक अवस्था कहिल्यै नबुझ्ने नराम्रो परम्परा बस्यो । तर, मैले विकास निमाणलाई उच्च प्राथमिकता दिई राष्ट्रिय गौरवका आयोजनाहरुको कार्यान्वयनलाई तीब्रता दिन र आइपरेका समस्याहरुको तत्कालै समाधान गर्न आफैले आयोजनाहरु अनुगमन, निरीक्षण र निर्देशन गरेँ । समय अगाबै गुणस्तरीय काम सम्पन्न गर्ने आयोजना र कर्मचारीहरुलाई पुरस्कृत गर्ने घोषणापछि पहिले धेरै नै सुस्त रहेका कैयौं आयोजनाहरु छिटै सम्पन्न हुने दिशामा छन् ।
१२. यो सरकारले ऐतिहासिक रुपमा लगानी सम्मेलन सम्पन्न गरेको छ । यस सम्मेलनमा इतिहासमै सबैभन्दा धेरै १३ अर्ब ५१ करोड अमेरिकी डलर अर्थात् झण्डै चौध खर्ब नेपाली रुपैया बराबरको लगानी प्रतिवद्धता प्राप्त भएको छ । अब मुलूकमा लगानी अभिवृद्धि भई औद्यौगिक विकासले गति लिने निश्चित छ । लगानीको वातावरण बनाउन औद्योगिक व्यवसाय ऐन, विशेष आर्थिक क्षेत्र सम्बन्धी कानून तर्जुमा गरिएको छ, वित्तीय क्षेत्रको सुदृढीकरण गर्न बाफिया सम्बन्धी ऐन पारित भई कार्यान्वयनमा लगिएको छ । चितवन जिल्लाको शक्तिखोरमा अत्याधुनिक सुविधासहितको औद्योगिक क्षेत्र स्थापना कार्यान्वयनको चरणमा छ ।
१३. शिक्षा क्षेत्रमा पनि सरकारले नयाँ सुरुवात गरेको छ । ०७२ सालको एस.एल.सी. परीक्षामा ए प्लस ल्याई हाल सामुदायिक मा.वि.मा नै अध्ययनरत छात्राहरुलाई प्रोत्साहन छात्रवृत्ति उपलव्ध गराइएको छ । साथै सीमान्तकृत र पिछडिएका वर्गलाई लक्षित गरी आवासीय विद्यालय निर्माण कार्य सुरु भएको छ । सात वटै प्रदेशमा १/१ वटा कृषि क्याम्पस स्थापना गर्ने कार्य अघि बढेको छ । विगत लामो समयदेखि त्रिभूवन विश्वविद्यालय र कृषि तथा वन विज्ञान विश्वविद्यालयबीच विभिन्न समस्या देखिए र दुवै विश्वविद्यालय संकटग्रस्त देखिए । ती समस्या समाधान गर्न गठित उच्चस्तरीय समितिले पेश गरेको प्रतिवेदन कार्यान्वयनमा लगिएको छ र समस्याको समाधान गरिएको छ ।
आदरणीय देशबासीहरु,
१४. जनस्वास्थ्यका क्षेत्रमा पनि यो सरकारले थुप्रै नीतिगत र कार्यक्रमिक सुधार गरेको छ । सबै प्राथमिक स्वास्थ्य केन्द्रसम्म कम्तिमा २ चिकित्सक, स्थानीय स्वास्थ्य संस्थासम्म निशुल्क औषधि र उपकरणको व्यवस्था गरिएको छ । अस्पतालमा ओपिडी सेवाको समय बढाइएको छ । सरकारी अस्पतालमा आफ्नै फार्मेसी अनिवार्य गरिएको छ । डायलेसिस सेवासँगै बाथ, मुटुरोग, मृगौला प्रत्यारोपण निशुल्क गरिएको छ । महिलाहरूको पाठेघरको मुखको क्यान्सर परीक्षण, नसर्ने रोगको परीक्षणलाई स्थानीय तहसम्म बिस्तार गरिएको छ । नेपालगञ्ज र जनकपुरमा मुटुरोग र नेपालगञ्जमा क्यान्सर उपचार बिस्तार गरिएको छ । सबै नेपालीलाई स्वास्थ्य बीमामा आवद्ध गराउन ‘स्वास्थ्य बीमा विद्येयक’ र समग्र स्वास्थ्य क्षेत्रलाई समेटेर बनेको ‘राष्ट्रिय स्वास्थ्य विद्येयक’ मन्त्रीपरिषदवाट स्वीकृत भई संसदमा पेश हुने चरणमा छ भने ‘प्रजनन स्वास्थ्य विद्येयक’ अन्तिम चरणमा छ । स्वास्थ्य जनशक्ति, पूर्वाधार र उपकरणलाई एकीकृत रुपमा विकास गर्न एकीकृत स्वास्थ्य पूर्वाधार विकास परियोजना अगाडि बढाइएको छ । सेवाका आधारमा अस्पतालको बर्गीकरण गरी संघीय संरचनाअनुरुप प्रत्येक स्थानीय तहमा एक प्राथमिक अस्पताल हुने गरी प्रादेशिक र संघीय तहमा स्वास्थ्य सेवा र संरचनासहितको मापदण्ड स्वीकृत गरिएको छ । यस वर्षलाई ‘मेरो वर्ष, म स्वस्थ, मेरो देश स्वस्थ’ अभियानको रुपमा मनाइँदै छ । मुटु, मृगौला, क्यान्सर, पार्केन्सन, अल्जाइमर, हेड इन्जुरी, स्पाइनल कर्ड इन्जुरी, सिकलसेल एनिमिया, मस्तिस्कघात, कलेजो, फोक्सो र थाल्सेमियर गरी १२ वटा प्राणघातक रोगहरुको उपचारको लागि एक लाखसम्मको खर्च सरकारले व्यहोर्ने व्यवस्था गरिएको छ । साथै सामाजिक स्वास्थ्य सुरक्षा (स्वास्थ्य बीमा) कार्यक्रम कैलाली, बाग्लुङ्ग, इलाम, बैतडी, अछाम, पाल्पा, कास्की र म्याग्दीमा सञ्चालन भइरहेको छ र यो कार्यक्रमलाई क्रमशः देशभरी सञ्चालन गरिने व्यवस्था मिलाइएको छ । नेपाली सेना र नेपाल प्रहरीको अस्पतालमा सर्वसाधारणले उपचार गर्न सक्ने गरी अस्पताललाई सर्वसाधारणका लागि पनि खुल्ला गरिएको छ ।
१५. मैले प्रधानमन्त्री बने लगत्तैसंसदमा घोषणा गरेको थिएँ, विदेशी भूमिमा पसिना बगाएर देशको अर्थतन्त्र धानिरहेका युवाहरु सरकारको मुख्य प्राथमिकतामा हुनेछन् । सरकारले वैदेशिक रोजगारीमा जानेहरुको हकमा सुरुका दिनदेखि नै विभिन्न निर्णय गरेको छ । बीमा रकम तीन गुना बढाइएको छ । पासपोर्टका लागि विदेशमा लिने शूल्क झण्डै आधा घटाइएको छ । श्रम स्वीकृतिका लागि अनलाइनबाटै निवेदन दिन सकिने व्यवस्था गरी घण्टौं र कतिपय अवस्थामा रातभर लाइन बस्नुपर्ने अवस्था अन्त्य गरिएको छ । वैदेशिक रोजगार म्यादी जीवन बीमा सुरु भएको छ । बीमावापत् विगतमा ७ लाख मात्र पाउने व्यवस्थामा २० लाखसम्म थप गरी २७ लाखसम्म पाउने व्यवस्था गरिएको छ । वैदेशिक रोजगारीको क्रममा बिभिन्न अभियोगमा मृत्युदण्ड सुनाइएका, थुनामा रहेका, मुद्धा चलिरहेका, ब्लड मनि तथा जरिवाना तिर्न नसकेर मृत्युको प्रतीक्षा गरिरहेका नागरिकहरुका लागि कुटनीतिक, कानूनी र आर्थिक सहायता सम्बन्धि विशेष व्यवस्था गरिएको छ ।
१६. ‘गरीबका लागि सरकार’ हाम्रो संकल्प थियो । मुुलूकभरका भूमिहीन, सुकुम्बासी, हरुवा, चरुवा, हलिया, मुक्त कमैया लगायतका समुदायका समस्या समाधान गर्न बसोबास आयोग गठन गरिएको छ । गरीब घर परिवारका लागि परिचयपत्र बितरण गरी बिपन्न नागरिकलाई सेवा प्रवाहमा प्राथमिकता दिइँदै छ । जग्गा धनी प्रमाणपूर्जा नभएका कारण आधारभूत आवश्यकताका रुपमा रहेको खानेपानीको धारा, बिजुली बत्तीबाट बञ्चित देशभरका भूमिहीन, सुकुम्बासी, किसान, मजदूर र श्रमिकहरुलाई निजहरुको नागरिकताको प्रमाणपत्र र बसोबासका आधारमा पानी र बत्तीको मिटर जोड्ने व्यवस्था गरिएको छ । जातीय भेदभाव र छुवाछुत अन्त्य तथा दलित अधिकार प्रवर्द्धन सम्बन्धि कार्यविधि, २०७३ तर्जुमा भई प्रधानमन्त्रीको अध्यक्षतामा जातीय भेदभाव र छुवाछुत अन्त्य तथा दलित अधिकार प्रवर्द्धनन उच्चस्तरीय समिति गठन समेत भई काम सुरु गरेको छ । यातायात क्षेत्रमा सर्वसाधारणले ब्यहोर्न परेको सास्तीलाई कम गर्न एकातिर अनलाइन सेवा सुरु गरिएको छ भने अर्कातिर शाखा कार्यालयहरु थप गरी सेवालाई प्रभावकारी बनाइएको छ ।
१७.पछिल्ला दशकहरुमा हामीले सरकारी उद्योगहरु या निजीकरण गर्‍यौं या बन्द गर्‍यौं । यसले अर्थतन्त्रमात्र प्रभावित भएन, दातादेखि जनतासम्म साह्रै नराम्रो सन्देश गयो । यो सरकार त्यो क्रम रोक्न र नयाँ सुरुवात गर्न प्रतिवद्ध थियो । त्यही प्रतिवद्धताका कारण वर्षौदेखि बन्द रहेको नेपाल औषधी लिमिटेड सञ्चालनमा ल्याउन र औषधि उत्पादन सुरु गर्न सकिएको छ । अरु उद्योगका हकमा पनि नयाँ सम्भावनाको खोजी गरिएको छ । मध्य तराईका ८ जिल्लाहरु बारा, पर्सा, रौतहट, धनुषा, महोत्तरी, सर्लाही, सप्तरी र सिराहामा सञ्चालित सीमा क्षेत्र विकास कार्यक्रम तराईका थप १२ जिल्लाहरुमा बिस्तार गरिएको छ । विज्ञान र प्रविधिको विकासका लागि हरेक प्रदेशमा
विद्यमान प्राकृतिक सम्पदा र मानवीय संशाधनलाई उपयोग गरेर कम्तिमा एक-एक अनुसन्धान केन्द्र स्थापना गर्ने दिशामा सरकार अघि बढेको छ । पेट्रोलियम क्षेत्रमा हाम्रा सम्भावना उजागर गर्न ग्लोबल टेन्डर गरिएको छ । प्रदुषण रोक्न २० वर्षभन्दा पुराना गाडी प्रतिबन्ध लगाइएको छ । राजधानी हर्न निषेधित भएको छ । युरो ३ युक्त गुणस्तरको इन्धनलाई युरो ४ मा स्तरोन्नति गरिएको छ । सात प्रदेशमा १५० वटा Climate Smart Village स्थापना कार्य अन्तिम चरणमा पुगेको छ । नेपालको आफ्नै भू-उपग्रहका लागि ग्लोबल टेण्डरको प्रक्रिया पनि अघि बढेको छ । सञ्चारलाई गुणस्तरीय र प्रभावकारी बनाउन फोरजी सेवा सञ्चालनमा ल्याइएको छ ।
प्यारा दिदीबहिनी तथा दाजुभाइहरु,
१८. म प्रधानमन्त्री हुनुअघि सरकारको विदेशनीति विवेकभन्दा आवेगले निर्देशित देखिएको थियो । छिमेकीहरुसँगको सम्बन्ध सहज थिएन । सरकारले सुरुदेखि नै कूटनीतिक अग्रसरता लियो र दुई उपप्रधानमन्त्रीलाई एकैपटक दुई छिमेकी देशमा विशेष दुतका रुपमा पठाएर सम्बन्ध सामान्यीकरण र विश्वास अभिवृद्धिको पहलकदमी लियो । भारत र नेपालका सम्माननीय राष्ट्रपतिहरुको भ्रमण, मेरो भारत र चीनको भ्रमण अनि बि्रक्स् सम्मेलनमा सहभागिताले आपसी विश्वाससँगै आपसी सहयोगको बाटो खोलेको छ । यो सरकारले छिमेकीहरुसँग आपसी सम्बन्धलाई राजनीतिक, कूटनैतिक र जनस्तरसम्म सहज र सन्तुलित बनाएको छ । यसबीचमा भारतसँग खासगरी राजनीति, सुरक्षा तथा सीमाना, आर्थिक सहयोग, पूर्वाधार विकास, व्यापार तथा पारवहन, उर्जा तथा जलस्रोत, शिक्षा तथा संस्कृति जस्ता विषयमा सहमति भएको छ । भारत र चीन लगायतका छिमेकी र अन्य मित्र राष्ट्रसँगको सम्बन्धलाई थप सन्तुलित र सुदृढ बनाइएको छ । चीन सरकारको महत्वाकांक्षी योजना One Belt One Road Initiative कार्यक्रममा सहभागी हुने सम्झौतापत्रमा हस्ताक्षर गरी नेपाल चीन सम्बन्ध र नेपालको आर्थिक विकासका लागि महत्वपूर्ण पहल लिइएको छ । १२ सय मेगावाटको जलासययुक्त बुढीगण्डकी जलविद्य्त् आयोजना चिनिया कम्पनीलाई निर्माण गर्न दिने निर्णय भएको छ । जलविद्युतको विकास मात्र होइन, वैदेशिक लगानी र जनताको मनोवलका हकमा समेत यो निर्णय ऐतिहासिक छ । यसैगरी चिनिँया सहयोगमा रसुवागढी स्याप्रूवेशी सडक स्तरोन्नति र भूकम्पबाट क्षतिग्रस्त संरचनाको पुननिर्माण सम्बन्धी सम्झौता, सँगै नेपाल-चीन अन्तरसीमा आर्थिक क्षेत्रसम्बन्धि समझदारीपत्रमा हस्ताक्षर भएको छ । यसबाट नेपाल चीन सम्बन्ध र नेपालको आर्थिक विकासका लागि महत्वपूर्ण योगदान पुग्ने सरकारको विश्वास छ । सन्तुलित र राष्ट्रकेन्द्रित विदेशनीतिका पक्षमा सरकारको सक्रियतासँग सिंगो देश जानकार नै छ ।
१९. संविधान कार्यान्वयनको यो जटिल चरणमा सबै राजनीतिक शक्तिहरु सरकारदेखि संसद र जनस्तरसम्म एक ठाउँमा उभिनुपर्छ भन्ने मान्यतामा म अडिग रहँदै आएको छु । तराई मधेेश, पहाड र हिमाल सबैलाई जोडेर अगाडि बढ्ने वातावरण बनाउन मैले सुरुदेखि नै सबैभन्दा बढी जोड र मेहेनत गरेको छु । उत्पीडितहरुको पहिचान र अधिकारको लडाईको नेतृत्व हुनुको नाताले सबैलाई जोडेर परिवर्तनतिर अगाडि बढाउने कुरालाई मैले आफ्नो ऐतिहासिक दायित्व ठानेको छु । वैचारिक मार्गचित्र फरक भए पनि हामी धेरैजसो राजनीतिकर्मीहरु कठिन, रक्तरञ्जित र बलिदानपूर्ण आन्दोलनबाट आएका हौं । हाम्रा थुप्रै सहयोद्धाले लक्ष्यप्राप्तिका लागि हाम्रै आँखाअगाडि शहादत बरण गरे र त्यो शहादतले हामीलाई तर्साएन । बरु, अझ मजबुत बनायो । आन्दोलन र क्रान्तिका कठिन चरणमा हामी रुँदारुँदै हाँस्यौं र हाँस्दाहाँस्दै रोयौं । त्याग, तपस्या, जेल-नेल, भूमिगत र निर्वासित जीवनका हाम्रा आ-आफ्नै इतिहास छन् र हामी धेरैजसो क्रान्तिका सन्तान हौं ।
आज देशले हामीसँग हाम्रै क्रान्तिहरुको अर्थ र औचित्य खोजेको छ । राजनीतिक लोकतन्त्र स्थापित गर्ने दिशामा त हामी करिब सफल भयौं । तर, सामाजिक लोकतन्त्र, सम्वृद्ध र न्यायपूर्ण समाज निर्माणको काम अझै अधुरो छ । म आज सबै देशवासीलाई आव्हान गर्छु, ँआउनुहोस्, हामी सबै एक ठाउँमा उभिएर राजनीतिलाई भावना र उत्तेजना होइन, आर्थिक वृद्धिमा केन्दि्रत गरौं । सपनाहरुको क्रान्ति धेरै भयो, अब हामीलाई उपलब्धिहरुको क्रान्ति चाहिएको छ । राजनीतिक प्रतिवद्धता, व्यवस्थापकीय कुशलता र राष्ट्रप्रति इमान्दारिता भयो भने राष्ट्रको सम्वृद्धि र परिवर्तन हामीबाटै र अहिले नै सम्भव छ भन्ने तथ्य लोडसेडिङको समाप्ति र तीव्र आर्थिक वृद्धिले प्रमाणित गरी नै सकेको छ । आउनुहोस्, विभेद र बहिष्करणलाई अस्वीकार गर्दै राष्ट्रिय एकतालाई मजबुत पारौं । आर्थिक क्रान्तिका लागि साझा संकल्प गरौं, सम्वृद्ध र न्यायपूर्ण राष्ट्र निर्माण गरौं ।’
२०. हामी सबैलाई थाहा छ, गठबन्धन सरकारका आफ्ना सीमा हुन्छन् । फरकफरक राजनीतिक दृष्टिकोणबीच सहकार्य स्वाभाविक रुपमा जटिल र पेचिलो हुन्छ । तर, अपवाद बाहेक सरकारमा त्यो जटिलताको छाया परेन । म सरकारमा सहभागी सबै दल र माननीय मन्त्रीहरुलाई सहयोग, सद्भाव र सहकार्यका लागि हार्दिक धन्यवाद ज्ञापन गर्दछु ।
२१. हाम्रो राजनीतिको सबैभन्दा ठूलो समस्या राजनीतिक नेतृत्वमा इमानको कमी र उपयोगको संस्कृति हो । इमानदार भएर भन्नुपर्दा हामी सबै कुनै न कुनै रुपमा त्यो संस्कृतिका शिकार छौं । दलहरु र नेताहरुबीचमा पटकपटक भएका लिखित र अलिखित सहमतिहरु रातारात च्यातिएका थुप्रै उदाहरण छन् । सत्ता साझेदारीका हकमा त अहिलेसम्म कहिल्यै कुनै सहमति राम्रोसँग पालना भएको छैन । कसैको कसैप्रति कुनै भरोसा नहुने र हरेकले हरेकलाई उपयोगमात्रै गर्ने आजसम्मको प्रवृत्तिले लोकतन्त्रलाई संस्थागत हुन दिनेछैन । वचनको भरोसा नभएको नेतृत्वले लोकतन्त्र र राष्ट्रलाई नेतृत्व दिन सक्दैन ।
दोस्रो चरणको निर्वाचन पनि यही सरकारले गराओेस् भन्ने सिंगो देश र प्रतिपक्षीसमेतको सदिक्षाप्रति म आभारी छु । तर, मैले नेपाली राजनीतिमा लामो समयदेखिको नैतिकताको खडेरी तोड्ने दृढ संकल्प गरेको छु । अतः नेपाली कांग्रेससँग भएको समझदारी अनुसार नै अगाडि बढ्दैछु । सत्ता छाड्न पर्दा अहिलेसम्म देखिने गरेको पीडा, आक्रोश र छटपटीको परम्परा तोड्दै अबका दिनमा पनि एउटा राजनीतिज्ञका रुपमा, एउटा सांसदका रुपमा र एउटा नागरिकका रुपमा मुलूक र जनताको उत्थानमा निरन्तर क्रियाशील रहने प्रतिवद्धतासहित म आजै र अहिल्यै प्रधानमन्त्री पदबाट राजीनामाको घोषणा गर्दछु र म यहाँबाट सिधै सम्माननीय राष्ट्रपतिकहाँ गएर आफ्नो राजीनामा पेश गर्दैछु ।
राष्ट्रिय एकता र सहमतिका निमित्त मेरो प्रयास निरन्तर जारी रहने छ । सफल प्रधानमन्त्रीका रुपमा दिदीबहिनी तथा दाजुभाइसँग बिदा लिन पाउँदा खुसीको अनुभूति गरेको छ, धन्यवाद ।

21st march 1953

JUST before twenty-first March, 1953, seven days before, I stopped working on myself. A moment comes when you see the whole futility of effort. You have done all that you can do and nothing is happening. You have done all that is humanly possible. Then what else can you do? In sheer helplessness one drops all search..............
Seven days I lived in a very hopeless and helpless state, but at the same time something was arising. When I say "hopeless" I don't mean what you mean by the word hopeless. I simply mean there was no hope in me. Hope was absent. I am not saying that I was hopeless and sad. I was happy in fact, I was very tranquil, calm and collected and centered. Hopeless, but in a totally new meaning. There was no hope, so how could there be hopelessness? Both had disappeared.
The hopelessness was absolute and total. Hope had disappeared and with it its counterpart, hopelessness, had also disappeared. It was a totally new experience - of being without hope. It was not a negative state. I have to use words - but it was not a negative state. It was absolutely positive. It was not just absence, a presence was felt. Something was overflowing in me, overflooding me. And when I say I was helpless, I don't mean the word in the dictionary-sense. I simply say I was selfless. That's what I mean when I say helpless. I have recognized the fact that I am not, so I cannot depend on myself, so I cannot stand on my own ground - there was no ground underneath. I was in an abyss... bottomless abyss. But there was no fear because there was nothing to protect. There was no fear because there was nobody to be afraid.
Those seven days were of tremendous transformation, total transformation. And the last day the presence of a totally new energy, a new light and new delight, became so intense that it was almost unbearable - as if I was exploding, as if I was going mad with blissfulness. The new generation in the West has the right word for it - I was blissed out, stoned. It was impossible to make any sense out of it, what was happening. It was a very non-sense world - difficult to figure it out, difficult to manage in categories, difficult to use words, languages, explanations. All scriptures appeared dead and all the words that have been used for this experience looked very pale, anaemic. This was so alive. It was like a tidal wave of bliss.
The whole day was strange, stunning, and it was a shattering experience. The past was disappearing, as if it had never belonged to me, as if I had read about it somewhere, as if I had dreamed about it, as if it was somebody else's story I have heard and somebody told it to me. I was becoming loose from my past, I was being uprooted from my history, I was losing my autobiography. I was becoming a non-being, what Buddha calls "anatta". Boundaries were disappearing, distinctions were disappearing.
Mind was disappearing; it was millions of miles away. It was difficult to catch hold of it, it was rushing farther and farther away, and there was no urge to keep it close. I was simply indifferent about it all. It was okay. There was no urge to remain continuous with the past. By the evening it became so difficult to bear it - it was hurting, it was painful. It was like when a woman goes into labour when a child is to be born, and the woman suffers tremendous pain - the birth pangs.
I used to go to sleep in those days near about twelve or one in the night, but that day it was impossible to remain awake. My eyes were closing, it was difficult to keep them open. Something was very imminent, something was going to happen. It was difficult to say what it was - maybe it is going to be my death - but there was no fear. I was ready for it. Those seven days had been so beautiful that I was ready to die, nothing more was needed. They had been so tremendously blissful, I was so contented, that if death was coming, it was welcome.......
I went to sleep. It was a very strange sleep. The body was asleep, I was awake. It was so strange - as if one was torn apart into two directions, two dimensions; as if the polarity has become completely focused, as if I was both the polarities together... the positive and negative were meeting, sleep and awareness were meeting, death and life were meeting. That is the moment when you can say 'the creator and the creation meet.' It was weird. For the first time it shocks you to the very roots, it shakes your foundations. You can never be the same after that experience; it brings a new vision to your life, a new quality.
Near about twelve my eyes suddenly opened - I had not opened them. The sleep was broken by something else. I felt a great presence around me in the room. It was a very small room. I felt a throbbing life all around me, a great vibration - almost like a hurricane, a great storm of light, joy, ecstasy. I was drowning in it.........
A deep urge arose in me to rush out of the room, to go under the sky - it was suffocating me. It was too much! It will kill me! If I had remained a few moments more, it would have suffocated me - it looked like that. I rushed out of the room, came out in the street. A great urge was there just to be under the sky with the stars, with the trees, with the earth... to be with nature. And immediately as I came out, the feeling of being suffocated disappeared. It was too small a place for such a big phenomenon. Even the sky is a small place for that big phenomenon. It is bigger than the sky. Even the sky is not the limit for it. But then I felt more at ease.
I walked towards the nearest garden. It was a totally new walk, as if gravitation had disappeared. I was walking, or I was running, or I was simply flying; it was difficult to decide. There was no gravitation, I was feeling weightless - as if some energy was taking me. I was in the hands of some other energy.......
The moment I entered the garden everything became luminous, it was all over the place - the benediction, the blessedness. I could see the trees for the first time - their green, their life, their very sap running. The whole garden was asleep, the trees were asleep. But I could see the whole garden alive, even the small grass leaves were so beautiful.
I looked around. One tree was tremendously luminous - the maulshree tree. It attracted me, it pulled me towards itself. I had not chosen it, god himself has chosen it. I went to the tree, I sat under the tree. As I sat there things started settling. The whole universe became a benediction.

Madonna’s Controversial 2016 “Woman of the Year Award” Thank You Speech at Billboard Music Awards

“I stand before you as a doormat. Oh, I mean, as a female entertainer. Thank you for acknowledging my ability to continue my career for 34 years in the face of blatant sexism and misogyny and constant bullying and relentless abuse.
“It’s mind-blowing to be honored like this after the very public year I’ve had. I feel stuck, and I feel sad. And quite frankly, today I feel bloated.
[Crowd laughs]
“I didn’t really feel like standing up and getting an award — I didn’t feel worthy of that. But I knew I had to drag myself out of my bed, put on my boots and walk up here and say thank you to you guys.”
“I started off in a difficult time. People were dying of AIDS everywhere. It wasn’t safe to be gay, it wasn’t cool to be associated with the gay community. It was 1979 and New York was a very scary place.
“In the first year I was held at gunpoint, raped on a rooftop with a knife digging into my throat. And I had my apartment broken into and robbed so many times I just stopped locking the door. In the years that followed, I lost almost every friend I had to AIDS or drugs or gunshot.
“I remember feeling paralyzed. It took me a while to pull myself together and get on with my creative life — to get on with my life. I took comfort in the poetry of Maya Angelou, and the writings of James Baldwin, and in the music of Nina Simone. I remember wishing I had a female peer I could look to for support. Camille Paglia, the famous feminist writer, said I set women back by objectifying myself sexually. So I thought, ‘oh, if you’re a feminist, you don’t have sexuality, you deny it.’ So I said ‘fuck it. I’m a different kind of feminist. I’m a bad feminist.’
“I realized that I could not be a victim any longer. That everything happened for a reason. And my job was to learn from every shitstorm I wandered into.”
‘As you can imagine, all these unexpected events not only helped me become the daring woman that stands before you. But it also reminded me that I am vulnerable. And in life, there is no real safety except for self-belief. And, an understanding that I am not the owner of my talents.
“I was of course inspired by Debbie Harry and Chrissie Hynde and Aretha Franklin, but my real muse was David Bowie. He embodied male and female spirit and that suited me just fine. He made me think there were no rules. But I was wrong.
“There are no rules — if you’re a boy. If you’re a girl, you have to play the game. What is that game? You are allowed to be pretty and cute and sexy. But don’t act too smart. Don’t have an opinion. Don’t have an opinion that is out of line with the status quo, at least. You are allowed to be objectified by men and dress like a slut, but don’t own your sluttiness. And do not, I repeat, do not, share your own sexual fantasies with the world.
“Be what men want you to be. But more importantly, be what women feel comfortable with you being around other men. And finally, do not age. Because to age is a sin. You will be criticized, you will be vilified, and you will definitely not be played on the radio.”
“When I first became famous, there were nude photos of me in Penthouse and Playboy magazine. Photos that were taken from art schools that I posed for back in the day to make money. They weren’t very sexy.”
“Eventually I was left alone because I married Sean Penn, and not only would he would bust a cap in your ass, but I was off the market. For a while I was not considered a threat. Years later, divorced and single — sorry Sean — I made my Erotica album and my Sex book was released. I remember being the headline of every newspaper and magazine. Everything I read about myself was damning. I was called a whore and a witch. One headline compared me to Satan. I said, ‘Wait a minute, isn’t Prince running around with fishnets and high heels and lipstick with his butt hanging out?’ Yes, he was. But he was a man.
“This was the first time I truly understood women do not have the same freedom as men.
“People say I’m controversial. But I think the most controversial thing I have ever done is to stick around.

“Michael is gone. Tupac is gone. Prince is gone. Whitney is gone. Amy Winehouse is gone. David Bowie is gone. [pause] But I’m still standing.”

“I’m one of the lucky ones and every day I count my blessings.
“What I would like to say to all women here today is this: Women have been so oppressed for so long they believe what men have to say about them. They believe they have to back a man to get the job done. And there are some very good men worth backing, but not because they’re men — because they’re worthy. As women, we have to start appreciating our own worth and each other’s worth. Seek out strong women to befriend, to align yourself with, to learn from, to collaborate with, to be inspired by, to support, and enlightened by.”
“It’s not so much about receiving this award as it is having this opportunity to stand before you and say thank you. Not only to the people who have loved and supported me along the way, you have no idea…you have no idea how much your support means.”

“But to the doubters and naysayers and everyone who gave me hell and said I could not, that I would not or I must not — your resistance made me stronger, made me push harder, made me the fighter that I am today. It made me the woman that I am today.
